These are challenging times! Many things are happening in and around the industry that concern, affect, and call upon each of us to take action.
Our most immediate focus is the industry opposition to Republic Act 9280, otherwise known as the Customs Brokers Law of 2004. It was passed by Congress without any public consultation with the freight forwarding, customs brokerage, and import and export companies. FAST FACTS
CASS DEVELOPMENT
TO : AFPI BOARD ALL AFPI MEMBERS
FROM : President
SUBJECT: CASS Development
Mr. Eduardo De Guzman Jr., some AFPI members and myself had a meeting with Ms. Evelyn Del Rosario, Manager of IATA-Phils. to get an update of developments about CASS. She is in fact scheduled to go to Geneva and among other things will discuss CASS-related issues / developments which are:
1. There are currently two companies that are vying for the business: one Philippine based insurance company and the other Indonesia based. It seems it was a requirement of Philippine Airlines to have at least two (2) bidders.
2. The proposals are also quite different in that one is based on a one-time payment of a premium based on the average annual production at 2.8%. The other is based on the production of the current sales report and is paid when the same sales report is due. Unlike the former, the cost will fluctuate higher or lower as your sales increases or decreases and is therefore not fixed. Also unlike the former which is a one-time payment; this is bi-monthly as pre our sales reports. The latter proposal is from the Indonesian proponent.
Several things have to happen for any of this proposal to be implemented:
1. Approval by IATA Geneva 2. Approval by the Carriers 3. Approval by AFPI
The two proposals have already been advised / forwarded to IATA-Geneva and Ms. Del Rosario is scheduled to discuss them with IATA-Geneva to get approval on her trip there after which whatever IATA Geneva approves will then be discussed with IATA Airlines operating in the country for their approval. IATA will then discuss the proposal with us.
Hopefully when she comes back from IATA Geneva meeting we can get an update from Ms. Evelyn Del Rosario and update you as well.
